The documents attached to this page are quite lengthy and give the reader access to a process that they have probably never had interest in or exposure too. The documents are presented in two parts, The Requirements and The Actual Application.

Subsequently, the department changed the requirements to include 3 years of command experience.(I interpret that as their acknowledgement that it takes a history of rising in the organization to make sure a person does not actually consider changing the status quo)

In reading through the application you see ideas on and analysis of police and policing that the decision makers were exposed to, but have rejected in favor of going in another direction. I think there are a lot of intelligent and thoughtful police officers that could change the nature of policing for the better, but system confines them to the background with its culture of corruption and nepotism. I believe this phenomena happens all across our society.
